Therefore, as the first step of preparing the preservation plan, some data and information about spaces, lots and street patterns in the Pepperell mill surrounding neighborhood are gathered. The first observation reveals that there are poor, unserviceable, and unfunctional open spaces inside and in front of the mill.  Figure 1 shows these spaces in brown. These spaces indeed detach the mill from the community. Disconnections between residential part and the ruined mill site potentially decrease the safety of the community, diminish the aesthetic values of the city and negatively impacts the surrounding property values.

The second set of observation reveals a mobile house community in the south of the mill at Fredrick highway. There is no doubt that social equity is a significant challenge in that area. The mobile house community is highlighted in blue in Figure 2

There is a church with a huge parking lot nearby the Pepperell Mill. The parking is not usually full during the church services and only being used on weekends. After developing the site, this parking area can be used for managing the traffic during crowd public gathering in the area. The location of the parking lot is shown in Figure 3
